Welcome to the Minnesota Telecom Alliance Safety and Education Safety-Qualified Underground Telecommunications Installer Program, a comprehensive training course designed to equip underground telecom workers with the essential safety knowledge, technical skills, and regulatory awareness necessary for performing their duties safely and effectively.

This program focuses on the core principles of underground utility installation, emphasizing hazard recognition, risk mitigation, proper work practices, and compliance with relevant federal and state regulations. Participants will gain in-depth knowledge of underground utility systems, excavation safety, utility locating, personal protective equipment (PPE), emergency response procedures, and more.

Approved as part of the Minnesota Department of Labor and Industry (DLI) 40-hour recognized training under Minnesota Statute 326B.198, this course ensures that workers meet the legal and professional requirements to operate safely in underground environments. The 16-hour classroom portion provides a solid foundation through interactive instruction and real-world case studies that prepare installers for field operations.

By completing this program, participants will be better prepared to:

  • Identify and control underground worksite hazards

  • Apply best practices for excavation, locating, and safe installation

  • Comply with OSHA, local, and state safety regulations

  • Respond appropriately to utility strikes and emergencies
